National Statistics Quality Review: Quarterly returns on planning and development control statistics

The Department for Communities and Local Government (DCLG) has commissioned Arup with Addison & Associates to lead a Quality Review on planning application returns from local planning authorities.

The review will ensure that data is relevant and does not pose excessive burden on local authorities. The analysis will look at PS1 and PS2 forms which provide information on the number of planning applications received and determined by local planning authorities as well as a breakdown by application type and also the time taken to determine the application.

The study will assess the effectiveness and practicality of both current and possible new datasets. The aim of the study is to ensure that data collection:

* adds value to local authority performance management requirements;
* identifies those local authority planning statistics suited for national, regional and local purposes to be collected and made available through regular dissemination;
* informs central government monitoring and future policy-making; and
* dovetails with the 1APP new online planning application system and associated ePlanning standards.

Other issues the study will address include:

* the definition of 'major development';
* monitoring the content of consents such as dwelling numbers or floor space; and
* tracking how long it takes to determine 'out of time' applications.

The research will involve local authority case studies and include a workshop seeking to bring together public and private interests to debate emerging conclusions and recommendations.

Housing and Planning Minister Baroness Andrews said: "Planning is a vital component of the Government's goal of providing decent and affordable housing for all. This review will help build on the good working relationship which already exists between DCLG and local planning authorities.

"It is vital we do not overburden this process and make it as straightforward as possible if we are to meet the population's future needs in commercial, industrial and residential development".

The review is due to be completed by 8 December 2006 to enable local planning authorities to implement the recommendations by 31 March 2007. Dates of future steering group meetings and workshops will be available shortly.
