In July 2000, Liverpool Vision published its Strategic Regeneration Framework (SRF) setting out an exciting and ambitious strategy to deliver a world-class city centre. The framework is an expression of Liverpool’s ambitions for the 21st century, and the city’s determination to re-emerge as a premier European city. Its key aims are to create a vibrant and prosperous city centre that will be an engine for the regeneration of Merseyside and the wider North West; establish Liverpool as an exemplar for design-led regeneration promoting architectural excellence and the creation of a world-class public realm; and build on Liverpool’s world-class cultural assets and establish the city as an international visitor destination. One of the strategic objectives of the SRF is the ‘delivery of a unique high-quality public realm that unifies the city centre’. The aim is to develop an area that prioritises the needs of pedestrians, but continues to serve the wider needs of other road users, such as service vehicles and public transport. This approach is central to creating an engaging environment that will encourage people to use the city centre for a range of activities, as well as radically improving the image of the city, stimulating investment and fostering civic pride.
